Jay Carroll
Biography
Jay Carroll is an accomplished management consultant with more than a decade's experience leading complex initiatives across financial services, the federal government, and fintech. At Tölt Strategies, he specializes in regulatory advisory projects relating to trading and markets, and he supports the firm's business and compliance advisory, internal controls, and operations work. Having delivered for a global asset manager and a large federal entity alike, Jay brings clients a blend of regulatory insight, controls expertise, and technology implementation experience.
Jay connects regulatory requirements with the systems and controls that make compliance work in practice. He designs control frameworks, builds executive-level reporting, and establishes the governance structures that keep complex programs on track, giving leadership the clear visibility it needs to make decisions.
Prior to joining Tölt Strategies, Jay served as a Manager with Clarendon Partners, where he led a data automation platform implementation for a global asset manager, automating document intake and data workflows for alternative asset operations. He designed a System and Organization Controls (SOC)-compliant controls framework, built reporting dashboards for the chief information officer (CIO), and established Steering Committee governance for the program.
Earlier in his career, as a Principal Management Consultant at M2 Strategy, he developed risk management frameworks for a large federal entity to assess system functional maturity, identify control gaps, and strengthen operational resilience. As a Senior Consultant at Sia Partners, he led requirements gathering and integration analysis for a new offshore mutual fund trading product.
